ALLOW vs BLOCK vs ESCALATE for Agent Actions

OntoGuard’s Decision API returns one of three states for the exact proposed action.

ALLOW means the frozen action may proceed. It binds only that action. If amount, party, destination, or other material fields change, the prior ALLOW no longer applies.

BLOCK means the action may not proceed. Release is withheld. Protected commit remains zero. No execution TRACE is emitted for a withheld action.

ESCALATE means the action is not autonomously authorized. It is routed to qualified human authority with reviewer and closure requirements. ESCALATE is an authorization state, not a crash or a missing score.
